Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the presentation of a new 28-point plan for resolving the conflict appeared – momentarily – to have been contained. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of missile and drone strikes on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of contrasting events captured the bleak nature of the outgoing year. By day, political struggles are fought: positive announcements are released from multiple capitals. Immense energy is expended on managing specific proposals. By night, Russian leadership clearly shows the world that, for them, war remains the primary tool for achieving "settlement".
After-Dark Attacks
As military strikes progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was laid bare. Ukraine is capable of detecting missile launches from enemy soil, a capability enabled by current data. From observation points, defense planes that had been deployed to intercept incoming guided weapons streaked across the sky – sophisticated military planes delivered to Ukraine by European allies.
Soon thereafter, Kyiv's missile defense thundered: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, most likely supplied through Western nations. Every launch creates sudden vibrations, causing tremors. The instant of fear quickly becomes grim resignation: possibly the incoming missile won't cause damage this time, sparing the city from devastation and additional electricity failures.
Continuous Dangers
Not long after, a automatic firearm opened up on a unmanned aircraft in the vicinity, part of a mobile-fire group – almost certainly allied-provided weaponry. Regrettably, the bullets missed the opposing UAV – it maintained course toward its target.
Periodically, this carried on until dawn. Kyiv greeted the early updates: seven people killed, destruction and heating outages in many homes as a result of the evening attack. As typically, everyone still maintained normal activities – living the war. But those full day illustrated Ukraine's critical military reliance on external assistance – a dependence that European nations are clearly incapable to substitute in the short term.
Unsuccessful Negotiations
The comprehensive proposal from Washington provoked deep reactions, discussion and deep concern – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new approach from Washington follows the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, endure.
Tactical Assessments
It is easy to blame particular leaders of persistently promoting Russian terms. But that does not seem to be the whole story. Washington functions according to a principle well known to seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The White House believes that it is unrealistic to force Russia to relinquish the areas that it presently holds in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, US leadership does little to prevent Kremlin actions, through words or deeds, from thinking that the situation will not change more in its advantage in the months ahead.
Opposing Positions
Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its partners are coming close to fatigue. Their reason to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leadership remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing civilians and areas but preventing a entire defensive failure until circumstances change in its advantage.
Present Conditions
Objectively, there are no actual prerequisites for a ceasefire. Now, subjective factors are coming into play: political desires to broker a ceasefire and secure international recognition, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any proposal Kyiv finds unacceptable, so that their priority does not move to internal issues. And although their objective will now be significantly challenging after recent developments, it remains quite doubtful that this will modify their basic position.
These two forces are influencing discussions.
Assessment and Future
It took a mere seven days to kill the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, latest revelations, all served their function.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect specific hesitation to change the course of events, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the coming months, largely rely on ongoing international assistance.
